#### Commercial Activity

The full application of Regulation (EU) 2023/1114 ('MiCA') and closure of the Article 143(3) national grandfathering windows have consolidated institutional digital-asset activity across the 30-state EEA Single Market. Traditional European credit institutions and MiFID II investment firms have widely utilised the Article 60 notification pathway (in hubs including Germany/BaFin, France/AMF-ACPR, the Netherlands/AFM-DNB, Luxembourg/CSSF, Ireland/CBI, and Malta/MFSA) to launch institutional crypto-asset custody, brokerage, and E-Money Token (EMT) issuance with immediate Article 65 passporting across all 30 EEA jurisdictions.

Following the entry into force of Titles III and IV on 30 June 2024 and ESMA's supervisory statements requiring CASPs to delist non-MiCA-compliant stablecoins for EEA users by Q1 2025, EEA trading venues and payment rails have transitioned liquidity into MiCA-authorised EUR- and USD-denominated EMTs issued by EEA-licensed Electronic Money Institutions and credit institutions. In parallel, regulated financial institutions and market operators are issuing digital bonds, tokenized fund units, and DLT-settled securities under the EU DLT Pilot Regime (Regulation (EU) 2022/858) and participating in the Eurosystem's wholesale central-bank-money DLT settlement initiatives.
