Gibraltar: Stablecoin Regime

Stablecoin Regime

Gibraltar has not enacted a standalone MiCA-style stablecoin issuance, reserve-composition or redemption-right statute; stablecoin issuance or custodial/arrangement activity conducted in or from Gibraltar is assessed under the general Financial Services Act 2019 (DLT/VAA Providers and e-money/payment services frameworks). However, for settlement use within licensed prediction markets, regulation 22 ('Use of digital asset payments') of the Prediction Market Regulations 2026 (LN 2026/176, in force 13 July 2026 under the Gambling Act 2025) expressly permits an authorised operator to use digital asset payments, including stablecoins, for funding customer accounts, providing collateral, settling contracts, and making payments or withdrawals. Regulation 22 further provides that such use does not of itself affect the legal character of a contract or cause the operator or participants to carry on another regulated activity.
